Statement of Work

for the

Development of an Expeditionary Strike Group (ESG) Roadmap

Naval Surface Warfare Center Panama City

1.0 SCOPE

 

The Naval Surface Warfare Center, Panama City, FL (NSWC–PC) has an ongoing effort to determine and evaluate the Command and Control System changes being made by the Fleet in transforming the Amphibious Ready Groups to Expeditionary Strike Groups.  One end product of this assessment is an OPNAV/NAVSEA/MARCORSYSCOM plan for the future by the development of an ESG Roadmap.  Experience and technical expertise in existing and planned Expeditionary Strike Group developments is considered essential in developing an ESG Roadmap. This is a performance based requirement (see SOW Paragraph 10.0 for specifics).

 

2.0 Application Documents

 

The following documents, of the exact issue shown, form a part of this Statement of Work (SOW) to the extent specified herein.  In the event of conflict between the document referenced herein and the contents of this SOW, the contents of this SOW shall take precedence.  Second tier and lower reference documents (i.e., documents referenced in the primary references) shall be for guidance only.  All deliverables to be provided by the subcontractor shall be in compliance with the format and guidance specified in the CSS correspondence manual and the United States Government Printing Office Style Manual.

3.0 REQUIREMENTS

 

3.1 Subject Matter Expertise Support

 

3.1 The contractor shall provide subject matter expertise in USN and USMC Command and Control (C2) systems that are installed on amphibious ships or are brought aboard those ships by the USMC Expeditionary Group. This is to include C2 Systems on current and planned Expeditionary Strike Groups.

 

3.2 Liaison Support

 

The subcontractor shall conduct liaison as necessary with any organizations to possibly include OPNAV (N75/76), COMNAVSEASYSCOM, NSWCDD, NSWDD NSWC–PC, Marine Corps Combat Development Command, and Marine Corps Systems Command to identify Command and Control (C2) systems aboard ships of current or planned Expeditionary Strike Groups. 

 

3.3 ESG Roadmap Development. Develop an ESG Roadmap document that includes the following.

 

(a)     Define and describe all ESG Missions based on the latest ESG TACMEMO.

 

(b)     Map the missions to all corresponding C2 systems found in the ESG currently as well as planned installations. This will be limited to Navy (Tier 1) and USMC (Tier 2) Command and Control Systems.

 

(c)     Identify any perceived weaknesses found in the ESG’s Command and Control Capabilities based on the Mission to System mapping.

 

(d)     Identify the strengths and weaknesses of ESG Command and Control Systems.

 

(e)     Provide recommendations on how to address any Command and Control inadequacies with all current and planned Expeditionary Strike Groups.

 

4.0 GOVERNMENT FURNISHED INFORMATION (GFI):

 

The contractor will be provided with all information required to complete the requirements of this delivery order.  All GFI shall be returned at the conclusion of the delivery order period of performance, unless earlier return is required.

 

5.0 DELIVERABLES

 

All deliverables under this Delivery Order shall be delivered in accordance with the attached Contract Data Requirements List (CDRL) DD Form 1423.

 

6.0 PERIOD OF PERFORMANCE

 

Period of Performance shall be from the date of issuance through 30 September 2004.

 

7.0 SECURITY

 

The subcontractor will not require access to classified material.  All documents generated under this delivery order shall be UNCLASSIFIED.

 

8.0 DISTRIBUTED LIMITATION STATEMENT

 

Technical documents generated under this delivery order shall carry the following limitation statement.  Word processing files shall have the statements included on the cover page of any resultant hard copy.  Each delivered diskette shall be marked externally with the statements.  All technical data gathered under this deliver order shall carry the following Distribution Limitation Statement and handling caveat:

9.0 RELEASE OF INFORMATION

 

All technical data provided to the contractor by the Government will be protected from public disclosure in accordance with the markings contained thereon.  All other information relating to the items to be delivered or services to be performed under this contract may not be disclosed by any means without prior approval of the authorized representative of the Contract Officer.  Dissemination if public disclosures includes, but is not limited to: permitting access of such information by foreign national or by any other person entity, publication of technical or scientific papers, advertising, or any proposed public release.  The contractor shall provide adequate physical protection of such information so as to preclude access by any person or entity not authorized such access by the Government.

 

10.0 PERFORMANCE BASED REQUIREMENTS

 

This requirement is performance based.  The standards for performance, the acceptable quality level (AQL) and incentives are defined as follows:
